DETCOG works with the Texas General Land Office (GLO) and our local cities and counties 

to repair damages and rebuild lives following  hurricanes and other natural disasters.



The Homeowner Assistance Center serving the Deep East Texas Region has extended its hours of operation to accommodate more homeowners interested in completing a program application for Hurricane Harvey housing recovery assistance.


If you are a homeowner affected by Hurricane Harvey you may qualify for assistance through the Homeowner Assistance Program. This program helps qualified homeowners in Texas repair, rehabilitate, or rebuild homes damaged by the disaster. Applications will be considered for award on a first-come, first-serve basis, according to the priorities outlined in the GLO’s Regional Housing Guidelines. 


Potential applicants should visit the Texas General Land Office website and review the Homeowner Assistance Program Checklist to have all applicable documents ready prior to applying. Interested homeowners can visit www.recovery.texas.gov/hap to apply online or download a printable version of the application.  Homeowners can also apply or drop off applications at the following satellite locations:

As a reminder, homeowners may complete an application in-person with an application coordinator at any of the program’s Homeowner Assistance Centers or Mobile Intake Centers or online.
