DETCOG November Board Meeting to be Held in Polk County


The Board of Directors of the Deep East Texas Council of Governments (DETCOG) will hold their regular monthly meeting on Tuesday, November 19, 2019 at the Alabama-Coushatta Tribe of Texas Multi-Purpose Center outside Livingston, Texas. A luncheon will be served at noon, with the board meeting to follow.


Welcoming members and guests to Polk County will be Polk County Judge Sydney Murphy, Alabama-Coushatta Tribal Council Chairwoman Cecilia Flores, Polk County Commissioners Bob Willis, Ronnie Vincent, Milton Purvis and Tommy Overstreet along with Polk County Minority Representative Brandon Prescott and Livingston City Alderman Elgin Davis.

DETCOG Accepting Applications for Solid Waste Grants


Deep East Texas Council of Governments (DETCOG) is now taking applications for funding of Solid Waste Projects for FY 2020.  DETCOG anticipates awarding grants totaling $65,000.00 in FY 2020. 


Applications for projects in the following categories will be accepted:  Local

Enforcement, Litter and Illegal Dumping Cleanup and Community Collection Events, Source Reduction and Recycling, Local Solid Waste Management, Household Hazardous Waste (HHW) Management, Technical Studies, Educational and Training Projects, and other projects not included in these categories which meet TCEQ criteria.


Expected to be consideration during the funding will be up to five (5)

Individual grants, not to exceed $13,000.00.  Each application will be judged by

the DETCOG Regional Solid Waste Advisory Committee (RSWAC) in accordance with the RSWAC Project Review and Scoring Guidelines and DETCOG’s Regional Solid Waste Management Plan.


The grants are available to Cities, Counties, Public Schools, School Districts, River Authorities as well as General and Special Law Districts with the authority and responsibility for water quality protection or municipal solid waste management.  The applicants must be located within Angelina, Houston, Jasper, Nacogdoches, Newton, Polk, Sabine, San Augustine, San Jacinto, Shelby, Trinity and Tyler counties to be eligible to apply. Funding for the DETCOG Solid Waste Grants comes from the Texas Commission on Environmental Quality (TCEQ).

Housing Choice Voucher Administrative Plan

Housing Choice Voucher Administrative Plan Updated


Following a public hearing and a 30-day comment period, the DETCOG Board of Directors approved an update to the Section 8 Housing Choice Voucher Program’s Administrative Plan during its regular monthly meeting on September 26.  The Administrative Plan sets forth policy and guidelines for the Housing Choice Voucher Program which is operated by the DETCOG Regional Housing Authority.  The revised plan is available on our Housing Department website at  It can also be reviewed at the offices of the Deep East Texas Council of Governments at  210 Premier Drive in Jasper during regular office hours (8:30 a.m. to 12 noon and 1:00 pm to 4:30 p.m Monday-Friday).
